Pembroke Youth Association By Laws

ARTICLE 1- TITLE

1. The name of this organization shall be the Pembroke Youth Association. (Hereafter referred to as PYA).

ARTICLE 2- PURPOSE

1. The purpose of the PYA is to promote the physical, mental, and moral developement of children primarily through athletic endeavors. The child(ren) shall receive education and instruction in the sport they participate in while developing a sense of fair play and true sportsmanship.
2. The PYA will offer participation in the following sports: Basketball, Wrestling, Baseball, Softball, Soccer, Football, and Cheerleading. Each sport will develop and follow their individual rules and regulations.

ARTICLE 3- OFFICE

1. The principle office shall be at the PYA building at the Pembroke High School, Rt 5 & 77, in Corfu, New York 14036.
2. The mailing address of the PYA shall be P.O. Box 386, Corfu, New York 14036.

ARTICLE 4- MEMBERSHIP

1. Any person over the age of 18, resident of the surrounding communities, not convicted of a felony can become a member of the PYA.
2. Membership gives an individual all the rights that are granted by the PYA. It also guarantees that the individual will be responsible to participate in whatever functions the organization deems essential to the well being of the organization.
3. The member will be governed by all the rules set forth by the organization and will conduct one's self in a manner that defines a PYA member.
4. A membership also gives the right for all members to have any child in the immediate family participate in any or all sports offered by PYA. Registration fees are waived, but additional fees for uniforms are not waived.
5. The member will be responsible to attend at least 5 (five) Board meetings a calendar year. The member is also required to assist in at least one major organization fundraiser (ex. Brick House Corners, Dance, Tournament) and in one other volunteer activity (ex. food booth, coach, assistant coach, team parent, assist sport coordinator) a calendar year.
6. Membership dues are payable by check (made out to the Pembroke Youth Association) and must be received the March meeting of PYA. The checks must be sent/presented to the Treasurer. The Secretary will then issue the member a new membership card.
7. Members will receive participation cards. These cards will be used to keep track of the member's participation in meetings, fundraisers and volunteer activities. The following year you will not be allowed to join PYA if commitments are not met.
8. Membership dues for Head Coordinators of sport comittees shall be waived, if desired. Membership fees for additional committee members shall be given a 33% rounded discount, if desired. All other PYA membership requirements will apply.

ARTICLE 5- OFFICERS

1. The management of the PYA shall be the elected Officers, the Board of Directors and the General Membership.
2. The elected officers are: President, Vice President, Secretary, Treasurer, and Sergeant at Arms.
3. The nomination of these officers shall be at the November meeting with the election of the officers taking place at the December meeting.
4. The term of office shall be January 1 thru December 31.
5. The elected Board members will then choose two Appointed Members at the January meeting who will end their term December 31.
6. A person shall have been a member in good-standing with PYA to run for office.

ARTICLE 6- MEETINGS

1. The regular meeting shall be the first Thursday of the month, unless it is a holiday, when it will be held on the second Thursday.
2. The Election meeting will be the December meeting.
3. All meetings will be conducted under Robert's Rules of Order.
4. Time and place of the next meeting will be set by a majority vote of the members present.
5. The following Agenda shall be considered proper format for conducting all Official business of PYA:
   a. Call to Order
   b. Secretary's Report (minutes from previous
       meeting)
   c. Treasurer's Report
   d. Report from the Sport's Coordinators
   e. Committee Reports
   f. Old Business
   g. New Business
   h. Public Participation
   i. Application for New Members
   j. Adjournment

ARTICLE 7- COMMITTEES

1. All committees will be appointed by the President to conduct the business of the PYA.
2. These committees shall be in charge of all transactions appropriate to that committee and shall submit records of all funds monthly to the membership.

ARTICLE 8- AMENDMENTS

1. These by-laws may be amended, altered, changed, added to or repealed by the vote of the membership present at any meeting.
2. Change in writing should be submitted at any regular meeting. Changes will then be discussed and voted on at the next meeting.

ARTICLE 9- POWERS AND DUTIES

1. President - Shall preside at all meetings of the PYA, appoint all committees, audit the books monthly and fill any vacancies as they may occur. The President also contacts the Pembroke Central School District fot the use of facilities and acts as the liaison between the school and the PYA.
2. Vice President - Shall stand in for the President in his absence and assume his office if vacant.
3. Secretary - Shall keep an accurate record of all meetings.
4. Treasurer - Shall receive all funds and deposit them in the designated bank. Shall provide a monthly report to the membership and the Board. Shall maitain funds in a General Account and a Sport's Account.
5. Sergeant-at-Arms - Shall be responsible for order at all functions.
6. Board of Directors - Shall act as an advisory body to the membership and in an emergency take any appropriate action. The Board shall consist of the Elected Officers and two Appointed Members.

ARTICLE 10 - ORGANIZATIONAL RULES

1. Expulsions - An expulsion of any member shall be by majority vote of the members present at a regular meeting on the recommendation of the Board.
2. A member must be in good standing to run for office or to vote.
3. The official colors of the PYA are: green, black and white.
4. Any sport needing to borrow money can do so, once the request is made at a Board meeting. The particular sport must show good-faith definite need for the request.  The General Fund will help out with up to $200.00, that will not need to be reimbursed to the General Fund.  Any amount over $200.00 requested would be subject to review, and would need to be reimbursed to the General Fund.
5. A $5.00 fee from each registration for every sport will be given to the General Fund to defray costs. This fee may be waived, subject to annual review, by the Board, and to be voted at the January meeting.
